As southeast Asia’s only landlocked country, Lao PDR has long been disadvantaged by lack of maritime port access and efficient land connectivity to serve its trade sector. Dr. Kent led Monument’s team of experts to support the International Finance Corporation’s investment due diligence efforts related to the development of a dry port in Vientiane. The dry port is intended to accommodate Lao-Thai cross-border domestic and transit freight movements. Monument’s work included review of technical documents associated with the project, market assessment of prospective freight and tenants, analysis of the tariff and lease charges proposed by the terminal operator, cost and time analysis associated with freight shipments using the facility and alternative transport options of potential customers, engineering design, and CAPEX and OPEX estimated costs. The Monument team also assisted the IFC in structuring its project financial model and validating the model’s assumptions.
